Approaching a home owner who’s property is not currently for sale

I am researching county tax maps and info to make a list of potential investing properties based on absentee owners, unpaid taxes...that sort of thing.

 I understand that hand written envelopes have a better chance of being opened. Without being blunt and stating ‘I want to buy your house’, especially given the fact that it is not for sale, what is the best approach to take after introducing myself?  I’d appreciate any thoughts on do’s and definitely do not’s.  I thought I’d state that I am interested in purchasing a house in the area and if they are possibly thinking of selling I’d love to talk with them. Should I be elaborating? Thanks in advance!
