HUD + HOA = Possible Headache?

A friend/client of mine has been buying up some pretty decent HUD's. Its been pretty smooth sailing up until now.

I haven't heard back yet but here's the deal.

I receive an email that there is an HOA violations on the property. The violations are landscaping(not too surprising considering its been vacant). The big one is, they're saying it needs to be painted!

This obviously wasn't budgeted and of course will a wrench in the china cabinet. I'm hoping, but not sure its how it goes, that HUD will take care of it before COE.

Anyone dealt with this?
