Upstate NY and PA Decent markets?

Hello, 

My market here on Long Island NY (Sufffolk county) is beat. I am looking into starting my first investment in either Upstate NY, or in PA. Can anyone give me some feedback on some up and coming areas in those places for either Fix and flips or buy and holds? 

Just to give you an example of why my market is nearing the top is this;

Lady was selling an old mobile home on a rented pad. The home was listed for 28k, lot rent was $750. Doing some quick numbers on it before calling her, it looked like there could be some positive cash flow there. I called her, "Sorry sold" me: How much did you wind up getting? her: "35k" -- The place was not the greatest looking mobile home. IT had to have been from the early 90's. 

A new single wide down south on land was $35k.
