Title was never transferred and contract lost

I am asking for a friend. I want to help he but he doesn't seem to want to help himself.

My friend who is disabled was gifted a trailer home by his church. The church purchased the home for him cleaned and painted the inside and built a wheelchair ramp for him. For the past 7 years my friend has paid an average $500 a month for space rent. My friend is moving in the next couple of month and was hoping to sell the trailer and go on a small vacation with the money.

He just found out that the person who was appointed to transfer the sale to my friends name never did and he even apparently lost the contract that he the church and the previous owner had made.  Not only was it not put in his name but apparently no one has paid taxes on it for at least 5 years and there may be registration fees. Supposedly a church member was paying taxes on it for the first couple of years. Since it was never transferred my friend never received a tax or registration bill.

My friends just wants to walk away from it but the trailer is now worth at least $10k and I believe what was done was criminal. In my eyes it amounts to grand theft at minimum. I told my friend he should tell the person to pay him the value of the property. This person is more than able to pay for it.
