Billboard on Property

Hi All!

I am considering buying a duplex on a main street corner and it already has a large billboard on it. The listing agent said the billboard was sold off separately and is not part of the deal, but it is right on the lot. I'm wondering where I might look to find out who currently owns the billboard or what my options are. For example, if I can't find out who owns the billboard or they won't sell it to me, am I able to construct my own billboard in front of it?
