What is the deal with these $6000 properties in the marketplace?

I see properties listed for 5 or 6 thousand dollars with a 100% Cap rate etc....

Is this a scam? 

Why wouldn't everyone buy these right away?

Obviously, I'm new. can someone please explain this situation to me.. Thanks

 that one in B ham is in the roughest area of town. for example.    there is a reason houses get priced like that.. generally out of area investor takes risks on them and then end up dumping them when they realize they bought a money pit and the tenant base is so hard to manage.
