Tax assessor auction

Hi all. I recently stumbled across this tax assessor sale: https://sdttc.mytaxsale.com/. Obviously these prices are too good to be true. I realize that what you are getting if you win an auction is likely an inferior junior lien. My question is: what rights would this junior lien give you? What rights would you be able to obtain in the property? Any answers are welcome.
