Co-wholesale and Affiliate Partnership Program

Hello fellow BPers!

            I have a question abt co-wholesale and affiliate program. I saw this add for the said above way to get in REI but i am so new to the concept of co-wholesalling that i don't know what to do. So has anyone done this before? What does it entail? What am i looking for? 

Any words of wisdom will be appreciated.
