i got a vacant property list from the city clerk...but now what?

i requested a vacant property list from my city clerk and got it a day later. there is a list for each year 2017,2018 and 2019 now my question was which year do i use because the property might be vacant for years? also how do i verify they are still vacant?

p.s- im looking to wholesale or rehab myself if the deal is good enough
