how to you approach buying with a nuisance lien on the home?

I am looking at a 40k home that has 26k in nuisance liens since 2009 and 1500 in back taxes. I have spoke to several people about having the liens forgiven but was wondering if anyone on here has had experience with this?

I know in my county you can be 'forgiven' when you 1 dollar for every 5 you spend in renovating. Obviously this would cost me 130k.I spoke with a lawyer who charges 5 to 6k to go through the proceedings to wipe this clean. Has anyone on here had experience with this?
