Must all written offers be presented no matter what

I got my monthly bulletin from the Department of real estate in Oregon and in every monthly bulletin they take on a question from an agent and give response.

this months was  I am required to present all offers even if we are already in contract and sellers says he does not want to look at them.

Answer:

Yes  

and if they wont respond to you..  simply hire a plane and put the offer on an aerial banner.. to be flown over the sellers home.

document it.. 

I thought the state had a good sense of humor this month..   but in Oregon you need to try and if seller wont respond just duly note it for the file and the person making the offer..
