Won a tax deed property - suggestions on next use

So I bought 3 properties at the tax sale in Richland County SC last year and 2 of the 3 redeemed. I just confirmed my last property did not pay so I will be getting a tax deed in the next few weeks. I wanted to get ideas on what you think I should do (I'm going to list some ideas I've come up with as well).

First off - it's 3.5 acres in southeast Richland County (very rural compared to city), landlocked, and most of it is in a flood plain (sounds great so far right?). I got it for cheap so I have quite a few options besides just flat out reselling after I quiet title but was looking for outside the box suggestions. 

I could just write the adjoining owners to see if they want to purchase it and add to their acreage. This would be by far the easiest since I don't have to worry about access and would just get a check and be done. 

I could get an easement (may be one already but I haven't done title work) and put a little mobile home on there and owner finance. I have the money to do this and have owner financed a couple of notes in the past. I say mobile home because it fits the area and would be the least amount of work on my end if developing the parcel.

I could just list and sell outright on MLS or through a wholesaler - I have a couple of connections already.

Anyone else have ideas or experience with raw land this size? The reason for the flood zone is there is a small creek that runs partially through the property. I thought about hunting rights but I doubt anyone would be interested in something that size. 

Thoughts/suggestions? I'm open to anything! We also are not in a huge rush either way if that makes a difference with suggestions.

One option is just take it to auction. You can set a reserve to prevent it from  going to cheap or at a loss.
