Should i move out of high cost of living state to invest outside?

In need of guidance. Im 26 in finance with around 63k with 100k available but only wanna put down max 40k. I cant invest out of state cause 25% down plus other cost will be too much money down. I want to leverage but house hacking, would moving from high cost state be better as a strategy? I've narrowed it down to 2 states PA and TX. These areas i have family and can live rent free. What would be a good strategy? Overall goal buy a 3 unit house hack and Airbnb one unit to cash flow more than 7% cap
