Madison vs Milwaukee

I am an OOS investor considering investing in Wisconsin, in part because I have a cousin who lives in Madison. I would like to build a portfolio of BRRRR properties (SFH or duplexes) in solid B class neighborhoods with good schools and low risk for longterm buy and holds with the possibility of modest future growth (home value & rents).

My questions are: 

1) Which market is more conducive to the BRRRR strategy and why? (Madison or Milwaukee)

2) In the current market what numbers can one expect (PP/Rehab/ARV)?

3) What rent to price ratio can be expected after a Rehab is done?

4) Do you know an investor friendly realtor in Madison or Milwaukee?
