How to buy a distressed house

Hi, 

I am new to to real estate. I found this distressed house in an A- / B+ neighborhood.

Whats the next step to taking action to purchase this? How do I find the owner's contact to make an offer? 

Below is trulia information about this home. I don't really know what this means. Please help.
