Hello BP Family! Question: Finding ARV without reliable comps?

Hello, my name is Lamond and this is my first post coming to you all by way of Saint Louis, MO. Found out about BP last night and I'm anxious to soak up knowledge. I only know a couple of realtors, and they haven't been the most responsive when it came to questions I had about newbie wholesaling. I'm hoping to have better luck here getting my questions answered and networking with others in the area.

My first question is about finding the ARV without reliable comps?

I decided to take action and D4Ds, came across a FSBO close to me and contacted the seller, I'm now in the midst of preparing my offer and was trying to figure out the ARV but there aren't any comps in the area. Most properties have sold for 9k or less because they were fix and flips I assume, but this particular property shouldn't require as much work as it is tenant occupied already and from the pics looks like a well kept together home. Any tips or advice on how to come up with a solid ARV, and any other tips on getting started off wholesaling in general would be appreciated as well (determining repairs, etc.) Thanks in advance and I look forward to your feedback!
