Why houses have same taxable value but different property tax?

I am purchasing duplex with Annual Property Tax $600 higher than a similar duplex in the same area. The houses have the same SEV and same taxable value (Info from MLS list). Other houses with the same taxable value also have lower annual property taxes than my house. Is it a good reason to ask to reduce property tax? What should I start from?
