Will there be a Starbucks being built near by?

Hey BP!! When considering investing in an "up and coming" area where do you go to find out city plans in Chicago, IL? Online or offline. We know if coffee shops (ie. Starbucks) a Target, etc starts to be built in a neighborhood that the area is being improved. Trying to find ways to get ahead of the curve.
