Manufactered or Modular Home in Est Neighborhood good investment?

So, I came across a neighborhood with good schools and decent comps (160k for a 1600 sq ft). There are two empty lots in which the houses were demolished and the lot is clear and level. So the question is would it be worth the 25k they want per lot? My initial thought is to put a Manufactered or Modular Home on the land and tie into the utilities. Is this a good idea? Will the comps match? Does anyone know what the per sq ft cost is for a new build?
