Can an appraiser determine ARV ahead of time?

So I bought a 2 unit and the more work I do, the more I realize needs doing, so I'm thinking about taking out a personal loan to take care of everything at once, but I really want to be able to refi and get my money out. The neighborhood has appreciated some in the next few years, but what's the best way to determine if the costs will be worth it? I really don't want to end up with another monthly payment if I can avoid it.
