Does it make sense to buy a turn key property?

I have a few off market opportunities that are turn key in my market.   When does it make sense to purchase something like this?  They are in great A class areas and multi-family with condo like finishes, but wouldn't have much room for value add.  Likely good long term investments.   I am debating on buying, but normally only do class "C" value add, so it is outside of my comfort zone :-).

How do you make deals like this work, when should you buy them and what market/buyer normally buys them?
