Damage to HUD house before closing - Radiators exploded

Hey guys, 

I am about to close on my first HUD property and have a question that I'm hoping someone can answer for me.

The appraisal was just complete on the property yesterday. We got the report back today and found out that the house was not properly winterized by HUD and two of the radiators must have frozen and exploded.

When we originally viewed the house prior to our offer being accepted, the power and utilities were turned on. The listing agent even noted that the heat is turned on and working. After our offer was accepted and had a signed contract, HUD turned off all of the utilities. We are doing a renovation loan- so I had my licensed contractor check out the property and take note of any obvious damage.

Everyone in the North East area knows how cold it has been the last two weeks....

The appraiser noted that two of the radiators exploded and the floors in both of these rooms are wet. 

Does anyone know if this would be HUD's responsibility to fix/ compensate for? (since it is apparent that the boiler was not properly winterized)
