Making a offer

Okay this probably sounds extremely like a rookie but i don't want to offer to much up when i start making offers. While back i figured how to start getting leads to come to me. Then when i started to go through and trying to figure out whats looks like a good deal how do i make offer on a house. Should i have some money lined up before i put it in contract or should i get in contract then try to get someone to buy it. i always been kinda hazy on the part of coming up with good way of doing that part of the business. I never seemed to having a problem of finding a bunch of houses its just getting over the hump of making the offer.
