I found a list of single family pre foreclosure homes. Now what?

Hello BP!

Im fairly new and I went to a REIA workshop. They told me the best way to find leads are by buying a list. So I decided to purchase a single family pre foreclosure list. The next step I was going to do is to see what they owe on the mortgage. However I am having a problem trying to figure that out. I look up their address via tax records(Harris County Tax records) and at the top of their account is says "Account is Paid". Does this mean there is nothing left on the mortgage? Also what kind of strategies is normally used on pre foreclosures? Do people use wholesale or subject to?
