First highly potential deal!!.......sewage holdup!!!

Okay try to make short and sweet. Have a property that the owner has agreed to seller finance. Septic has failed inspection. Leach field failed meaning the whole thing must be replaced. They said it was saturated and can't take any more water. I was told the septic tank must have a crack in it because it was emptied, the duplex is vacant and the septic is back to full. It supposedly is taking in under ground water? And you cant replace just the tank to see if that resolves it. This is all what I've been told. Now what I do know. Neighboring property won't allow easement to his manhole. Only options are road opening permit to extend main sewage line to front of property with a grinder pump and tap in fee. Line will be covered under city after 18 months. If easement was to take place owner will be held responsible for entire line throughout ownership. That being said I would def opt for sewage extension. Last but not least a holding tank which she does not want and I told her I would no longer be interested and she prob wouldn't be able to sell. Now! I asked sewage authorities about being forced to tap into city sewage if it was available. They said only if line passing through property in anyway. Which it does not. Also meaning that they can care less about what happens to this property right now. This whole fee will be pricey. I was told by the township that she can not sell this Property in any way, shape or form until the problem is resolved. I have an engineer working with sewage authorities right now to draw up the permit for penndot. He said he was to get back to by the end of the week. Besides anybody throwing info out there that has similar problems or places I can look for more info that would be great. I'm mainly interested in any ideas of how I can write this contract up. There has to be some creative ideas but I just can't think of any being in to involved right now calling everybody and trying to be the middle Man. I would like to get it under contract right now because I have been doing more investigating than anybody currently. She is an super sweet elderly women and has kind of just thrown her hands up. Her daughter says she is going to get legal counseling because she seemed to be getting the runaround. Supposedly the entire township sewage authority has quit because of means I'm unaware of. Ppl not like ppl I suppose. Any help would be greatly appreciated. It's a very nice brick side by side with split utilities. Not old but apparently the septic tank was just never maintained.
