Unbuildable Lot- Bog/Wetlands Classification- Can it be changed?

Good Morning, I am currently looking at half acre lot on Cape Cod in Massachusetts. The current classification has it as unbuildable due to wet lands classification. When I check the GIS maps there is no other lot near by that has wetlands class AND it appears to just fill in for the whole .5 acre lot size but nothing on the adjacent lots.

I have looked at the land and in no way does appear to be wetlands at all. I have spoken to the owner who has had in the family for 3 generations and has said it was always classified that way. 

The owner actually forgot that she even owned the lot and lives in another part of the country.

My question: In MA can a lot that has previously been listed as unbuildable due to wet lands be reclassified as build able?

What steps would you recommend i take to have it reviewed? Has anyone had any experience with this who can share their thoughts?
