Market Value for Duplex

Hello all, do most of you purchase all of your properties below market value? What if the market is fairly cheap (around 100k) and it cash flows between 300-400. I know some people are against purchasing a property at market value even if it does cash flow. I'm speaking about buy and hold rentals.
