Residential / Commercial ARV

Hello BP the i have a question for the forum. If you have residential properties within a one mile radius of commercial properties how is the residential ARV determined ? For example if you have a residential property that'selling for $60k an need approximately $30k in rehab an this property is located 3 blocks or less from a $2-$5 Million thriving trucking business how would the ARV be determined on the residential property? Is the residential property just compared with other residential property per SF? Just trying make sure. Any help or advise with this question would be greatly appreciated
