Need rough estimate and general thoughts on property

I've been eyeing up this house and I need some advice. The comps show similar houses around the area going for about $160k. This house could be right up there with them, but it needs some slightly bigger repairs. Water is getting in to the garage quite a bit. A wall in the back of the garage showed staining at the bottom and there is that bad watery smell in the basement. In addition, the water main line is rusted and would need replacing. They're big issues, but even if I bought it at list price, $20k is quite a bit of money to tackle some of these problems. It's a VA owner home too meaning smaller inspection times which make me nervous. What are your thoughts?
