Establishing a solid lead generation

I'd like to pick the brilliant and experienced minds of fellow REI's as to how to establish a solid lead generation system. Which method is the most cost and time effective? Does the local geography or demographics play a role in which method works best? Thank you fellow BP'ers in advance!
