Where can a first time home buyer get a loan for a $55,000 house in Baltimore city that will be used as a primary residence.

I do traditional mortgage loans as well as broker hard money loans. For a price that low you'd have more luck going the hard money route than getting a loan from a bank. It's almost impossible. I can't even do a loan unless it's 100k and up on a home.
