Realtor Credit in Alabama (and other non-rebate states)

Certain states, such as Alabama, Alaska, Iowa, and Kansas, don't permit realtors to provide rebates, but they do allow for "purchase incentives". (see here https://arec.alabama.gov/arec/pages/media/publicat...)

Since I don't have a buyer's agent, I thought I'd offer the Seller's agent dual-representation in exchange for realtor's credit for 2% (if she doesn't agree, I will hire a realtor, so her commission will only be 3%, instead of 4%). Is it possible/practiced in the state of Alabama (or those other non-rebate states?
