Best city to invest a long term buy and hold ?

Hi , I have been Thinking of try a long distance investing . I have been doing researches . Places as Austin Texas or Dallas Texas ( some condo only cost 40k ) and cash flow are really good. But not sure how safe is the area . And if I can get quality renters.. Also charlotte NC or tampas FL. But feeling like I am all over the place and want to narrow down to a a couple good location with ROI preferable more than 10-15% . Places that will be easy to sale and easy to rent with quality renter ) credit score over 700 and anual income 45 times of rent ). Anyone has any suggestion where should I look and preferable with a zip code ? By the way I only invest on studio or one bedroom so far. Mostly condos with a hoa fee. Where they take care of everything outside.
