wholesaling to a real estate agent

I'm sending out direct mail, and sometimes I find a deal that doesn't make sense as a rehab, but I think someone would buy and owner occupy it off the MLS. Can I basically tell an agent, hey if I give you this deal, and you sell it, give me 25% of your commission? And do that on future deals too if we both agree to it?

State laws typically prohibit agents from paying referral fees to anyone without a real estate license.
