My name is Bill Higgins and I am an investor from Brooklyn NY. My wife and I came across a building for sale in Wilkes Barre. I am unfamiliar with the area and looking for an unbiased opinion. 

Would you say this building is in a safe location It is by the high school? 

Also, Is the neighborhood trending up or getting worse? 

Any info would be very helpful!, Thank you for your time!
