I Think I Found a motivated seller

Hello BP Members , So today i was driving a new way from work and i saw this very beat up house and the owner was a hoarder real bad like his stuff was on the sidewalk and all that. So i'm wondering how would i find the owners info if i have the address and also how would i approach the owner to sell the house or put it under contract ?

I have dealt with a hoarder before. More then likely they will NOT sell. I put an offer on a property that was a hoarder house, the only reason it was for sale was because his parents passed away, and all the siblings BESIDES the one that was actually living in the house wanted to sell it.  Long story short, they accepted my offer, but i waited close to a year to try to have the hoarder vacate the property before i closed.....Came to the point where he wasnt doing anything to vacate the property and i just said screw it, and cancelled my contract. This was back in 2012, and he STILL hasn't vacated the property.
