Kerrville Texas trilevel

Hey everyone, a seller reached out to me from Kerrville texas. She has a tri-level that she'd like to sell: 

1116 Monroe Dr

Kerrville, TX 78028

Asking 113k, but the property needs a lot of work.

It isn't listed, and they have a price that they want/need. Does anyone know if kerrville is a good place to invest? I've looked it up and its a smaller town, with not much industry going on. About one hour from San Antonio, and two hours from Austin & San Marcos. We've got a contract in place that leaves me room to exit if 2 local contractors come back with high bids, but does anyone know anything about the area?

@ Jason Hirko- Thanks, definitely good to know. I wouldn't imagine the tri-level being all that terrific for an older couple. It  looks like its a little closer to Fredericksburg than Boerne on google maps. Looks like 16 to Fredericksburg and 10 to Boerne
