Question about real estate agents

I'm in the market to but a lot 2 family house. I seen a property that my agent sent me... I drove by the property and the owner was outside so I spoke to the owner and they like me and offered  to sell me the house at a cheaper price than it was listed I just asked what was the absolute lowest they would go and I'm willing to sign the contract right then..When I called my agent & said what happen she said she would contact the sellers agent...the sellers agent said he would not accept that low of an offer and that the owner is getting alsheimer ... so he didn't put the offer in and will continue to show it..is there a specific a law regarding him not giving the offer to the seller

I agree with @Russell Brazil,

I am currently working on three offers where the person selling is actually running a Power of Attorney for someone else. In one case someone went in and started talking to the original owner (who was in a diminished capacity) trying to get information. They believed the roof was 5 years old (about 20 in reality). Was told about property permits and tried to worked in a credit. It made a big mess. In the end it took a whole lot of work to overcome the perception that they just totally got a better deal, when in reality they were in talks with someone who couldn't legally/morally do anything for them.

If you have an agent let them work. If you don't think they are working then get rid of them and find one. If you are going to be taking the role of agent then don't use one. But there shouldn't be two people working it from different angles as it causes problems.
