If I want to make an offer on a property without a realtor, can I do that and if so...how? Thank you for any advice.

If the property is listed traditionally, the seller is paying commission to a selling agent. So if you make an offer to the listing agent they will just represent you via dual agency. It makes more sense to use you buyer's agent to represent you.
