Cleveland - fixing issues found in inspection report

Hoping some of the BP-ers can give some advice. I am in contract for a duplex in Parma and there are few issues that came up in inspection. The seller has a secondary slightly higher offer on table with no contingencies, so its likely that I will have to fix the issues to stay in contract.
The main things pointed in inspection
* Loose mortar joints at chimney. Recommend tuck pointing repair. Recommend adding weather cap.
* trimming trees and bushes away on one side of house
* Ungrounded outlet or non working GFCI at 5 locations with recommendation to upgrade/fix GFCI
* Missing outlet covers or live wire/unsecure wire in 3 places
* Slow drain in one bathroom tub
* Extension at pressure relief valve in water heater within 6 inches above the floor. Extending further up to avoid safety issue.
*Improper gas line valve at water heater
Any thoughts on what should I fix and how much I should budget for repairing. Looks like the tuck pointing repair is the main one but with different types of work - plumbing and electric, may just be a bit of hassle to get this done economically from out of state.
Any recommendations for a handy man who can do both electric/plumbing and fix some of the issues.
