Subject to Inspection sales contract

Contract offer just came back with only 3 days to "inspect" property instead of the 7 Days as requested. On top of that no electricity or water is on. We have our price and close within 30 days but my inspector can not do his job without utilities being on. I went back with 4 days after utilities are turned on.  Any thoughts . Thanks JP
