How to build a buyers list/network

I am a 19-year-old "investor" from GA. I have not closed my first deal yet. My mom (experience RE agent) got me with a mentor/investor in my area and my "homework" was to search craigslist for other wholesalers to add to my buyers/sellers list. It was hard for me to find out who was wholesaling/ slowed by people who wouldn't reply. I am trying to go with my go to her REIA meetings to make connections but what is a fast way to build a buyers list of REAL buyers who i can count on to sell my properties to? Is in person better to make connections or will online suffice? thanks.

Also, I would LOVE if an experienced wholesaler could tell me how they have it set up. do you have deals constantly sent to you from other investors? once you send a deal out, on average how long until you get a response
