Long time realtor dragging his feet

I've had the same realtor for a long time.  A friendship has developed over time.  

We recently looked at a triplex that had been on the market for 600 plus days.  It was in decent shape with long time tenants in each of the three units.  The unit was obviously overpriced but in a great neighborhood.

After looking at it I requested info on the expenses the house.  My realtor emailed it to me 5 days later (he'd accidentally emailed his partner the details) upon a second request.  I saw him a day or so later after proposing to offer 25% less than asking price and he awkwardly cut the conversation short.  I think maybe he's uncomfortable offering that low but the house has been on the market 600 plus days. At least someone if making them an offer and its a starting point for conversation.

I texted him yesterday about the house being removed from the market and didn't get a response.  

At this point, I kind of feel like he's holding me back and I'm considering switching realtors.
