How much premium I should pay for lot/land

I came across a land/lot in McKinney TX that was assessed by the county for 90K this year and is listed for sale at 150K. Is there a general guideline that I can use to decide how much premium I should pay for it ? The cost of building a new home is over $100/sq ft, so to build a 3000 sq ft home, the total cost will be about 450K, if the land is bought at 150K.

Please advise.
