Affluent or working class for Yellow letters

I live in a pretty small town 5k maybe in the surrounding area.  It is very affluent for this part of the state.  Hard to find any homes for under 200k.  An hour away is a town I've invested in a little bigger 15-20k and more of a Cowboy town then touristy.  You can find homes for a little less then 100k there.

Here is my question which town in your opinion would be better for a yellow letter campaign.  

I think out of town owners would be great for the neighboring cowboy town.  But for my town we have a lot of out of town second home owners which makes me think they are not motivated since they are more well to do.  I like the idea of the out of town owners.

Any advice, critiques etc. are welcome,

Out of town owners is a good list.... but I think you're close to the target but not quite there yet. You need to decide what audience you are targeting first and not worry about whether or not the area is a certain area. If you're targeting non-owner occupied properties where owners are out of state, then that's what you target. You get your list and go from there. Figure out your target audience and then get the list, see how many hits your list gets and then decide if you need to modify your target.
