Government or Nonprofit Offer?

Hi there everyone... Quick question. I tried to put an offer in on a house this morning but apparently the first 5 days are only open to government or nonprofit agencies. No investors or homeowners allowed yet. There was a 2nd offer that came in today besides mine so I'm in limbo, but...

Why would a government or nonprofit agency want a single family residential house in the middle of a nice neighborhood in the suburbs? This area is not zoned commercially for business purposes and its in a neighborhood where there's nothing but families and regular residents... any thoughts?

Just because they have first crack at it doesn't mean any non profit or govt. agency is interested in it, it's just the way they do it.  When the govt takes back a house they prefer it be sold to someone that is going to live in it or to a non profit that may need it for some reason.  Investors get their chance after a waiting period.
