Loan frustration in NYC...IS this the END for me?

my situation-own 3 investment homes upstate NY ,free and clear (total value =190,000).

Credit score 780

$ 140,000 in stocks

NO DEBT... 

BUT:  gross income   $42,000. because of this,  

 I CAnnot get a loan of any kind-have been trying for a YEAR !! 

I do not meet the Dodd-frank ratio ( 40 % ratio loan to income?).

My only goal is to own more homes , but I fear I may be at the end of the road, 

unless i pay cash  get hard money, both of which won't make me rich.

I imagine the only way to get a loan is to own your primary residence ,which I do not,  or have a higher income. Any suggestions ?  What would you do?

I want to keep going, but this is an obstacle I don't see a way through.

What is your debt service coverage ratio on your rentals? If it is 1.25, then the debt on them should not count against your income. If it is more than 1.25 it will actually add income into the equation.
