Bank Owned Home White Spray in Basement

I am looking a bank owned home in my area. One thing I noticed was the basement was covered in a white film. It looks like it was something someone sprayed on. I don't have real good picture of it but I thought I would ask if anyone has seen anything like this before.

Excuse the picture I don't know why its rotated...but you can see the drippings on the floor and tank from the floor joist above.
