Direct mail to delinquent tax land properties

Hello, I am new to this game and i want to start out doing direct mail to land properties that are delinquent on their taxes. Not after the county takes it away but before they do. I plan to send letter to these people because they are motivated to sell because they either don't want the land or they cant afford it and I will offer to pay their taxes and give them some cash for the property because they will loose if it they don't pay anyway. Any advice and tips regarding how to do direct mail and how to find the best sellers would be greatly appreciated. Thanks in advance
