Lot in Perry Fl, advice

I have a one acre lot that is not selling for what I owe on it although it should be worth just about that amount $25K.  Should I invest more money into it and put a small cabin or tiny home on it then sell to try and gain some profit?  It is in Perry Fl not much there but a nice quite place few minutes from a gulf beach.
